No, the configuration file is read at run-time, during program
initialization. You should configure your environement variables, or
copy the configuration file in the aplication's directory, so that
your application knows where to find the configuration file you use.

Please, refer to the PolyORB User's Guide, section 4.2.1 for more
details.

" Default search path for `polyorb.conf' is current directory.
  Environment variable `POLYORB_CONF' may be used to set up information
  on configuration file. "

examples/corba/random will not read src/polyorb.conf, unless
POLYORB_CONF environment variable is set and point to this file.
