[gtkada] GtkAda scroll bars: bugs & features

Please people, let's not get too excited about what looks like nothing else
than a troll (whether this is a naive or an intended troll, I'll let people
decide ;-).

That being said, they were some interesting technical information in posts on
this thread, so let's try to keep the technical info, and simply throw the
non technical ones, thanks.
