[GAP] Win_IO 3.0 available

Hello:

Win_IO version 3.0 is now available from the following web page (also 
linked form the GAP server):

    http://www.ctr.unican.es/win_io/

Win_IO is a set of packages for graphical input and output. It is 
designed specially for students or Ada users who do not want to spend 
their time learning a complex graphical user interface, but who are 
"tired" of the old-fashioned text-oriented input and output.

The previous version of Win_IO was not working under Windows, because 
tasking is not supported in the new GtkAda versions for that OS. 
Therefore, I have made tasking support optional, and the default is 
"tasking support disabled". See the documentation to enable tasking 
support in Linux.

Most of the uses of Win_IO are single-task programs, so disabling 
tasking support won't affect them.
