[gtkada] Tooltips

Hi folks

>From the GtkAdaRM I see that:

  Gtk_New(Widget : out Gtk_Tooltips);

should "Create a new group of tooltips".  I further note that "All tooltips
belong to a group".

Q.1.  Define a group (other than indicating more than one).
  How often do I have to create a _new_ group.  i.e., what is the scope of a
group?  Is it every widget; every fram-full of widgets; every box-full of
widgets? every window; every Gtk.Main?
