[AWS] Typo/text encoding (aws.texi.tmplt) stop build_doc in default environment

Yes a typo!

I've removed this sign. Note really needed.

Better to keep Latin-1 encoding indeed. Thanks for reporting, this is 
fixed and pushed to the repository.
