That's true only if you ignore GCC's staged development process. Right
now, for example, the FSF's policy is to accept only regression and
documentation fixes. As a result, the particular patch that increments
PCS_Version in the compiler is waiting in a queue inside AdaCore and is
not published anywhere. It will be published to the FSF repository only
after the trunk is reopened for stage 1.
