[gtkada] improvements to the GtkAda build system

This patch improves the usage of variables for installation directories. The

localedir, UG_dir, RM_dir, Source_Dirs, Library_Dir, Library_ALI_Dir, 
Library_Options, PATH): Move closer to compliance with the GNU 
standard for variables for installation directories, using Autoconf macros 
where possible, to allow installers to adapt the library to their file system 
layout.
