Are there binaries for Gtk 2 under Windows available somewhere?

gives instructions for "Unix like systems". Does that include Cygwin?

I tried compiling Gtk+ 2.0 a while ago under Cygwin, and failed due to
bugs in libtool, make, etc.

How does ACT compile Gtk+?
