Note that the proper list for building/devel GPS is gps-devel,
gps-users is dedicated to users of existing GPS binaries.

That should be enough though. I'd suggest restarting from scratch (= a clean
environment) to double check.

Alternatively, you can also link with -lpthread, e.g.
make ADAFLAGS="-largs -lpthread"
