[gps-users] make under gps

Hello,

It seems that the GPS 'make' (<F4>) command with -s switch (recompile if 
switches changed) turned on, acts as a kind of 'rebuild all' command, even 
when nothing has changed (neither source code, nor switches). Thus invoking 
'make' twice, rebuilds all twice.
It behaves as a 'normal' make when -s switch is turned off.
