Not having a full tcl distrib is intended and expected.
What is not expected is the build failure, but then, GPS has never been ported
to freebsd, so that's not so surprising.

That's indeed a packaging problem. You can find these files in the
gcc/ada directory in the GCC repository at gcc.gnu.org
