[AWS] [templates_parser] Complementary services for lazy tags and user's filters

Hello,

this patch (diff from aws-gpl-2012) add the following services to lazy
tags and user's filters.

1. Lazy tags
--------------------

Another "Value" primitive method that exposes the Context to the user.
It is declared as null for compatibility.
This is needed when the user's will need to access to some information
that are located in the Context while processing their lazy tags.

2. User's filters
-------------------
Another user's filter callback that exposes the Filter name to the user.
This is needed when the user's will register several Filters but using
the same callback.
