SOCI is an open source project that is driven by the needs of its users.
Apparently there is not enough interest in SQLite3 to motivate potential 
maintainers.
(it might be an old chicken-and-egg problem as well)

Other database access library, I think - but I will leave it to others 
to recommend something, as I'm not myself well informed in the SQLite3 
ecosystem.
