Hi,

I encountered the same problem, because I had also gnat from cygwin 
installed.

It is an old version which does not support "externally_build". But you 
just have to tell the system to use the gnat of GNAT GPL (AdaCore):

Since the gnat of cygwin is earlier in PATH than that of GNAT GPL 
(AdaCore), either deinstall the gnat components of cygwin or remove 
temporarily all "gnat*.*" files from the /cygwin/bin and rebuild all as 
described in the installation manual.
